The former Chief Security Officer to late Head of State,
Gen. Sani Abacha, Major Hamza Al-Mustapha, was today discharged and acquitted
by the Court of Appeal in Lagos for the murder of Kudirat Abiola.
The judgment overturns that of the Lagos High Court which convicted and sentenced the retired colonel in January 2012 and sentenced him to death by hanging. The Court of Appeal, in their ruling, said there was not enough evidence to incriminate Al-Mustapha in the murder of Late Mrs Abiola.
Chief MKO Abiola's wife was shot dead on June 4, 1996, on what was alleged to be the orders of Al-Mustapha.

Hundreds of customers of Diamond Bank in Kano were
disappointed on Thursday when they could not withdraw money from their
accounts, the bank staff having joined their counterparts in the ongoing
nationwide strike.The Secretary to the Kano State branch of the bankers union,
Hajia Hadiza Kishimi, told reporters that Diamond Bank had remained adamantly
failed to meet workers’ demands despite the federal government’s intervention.
The striking workers described their grievances as
involving staff victimization, promotion and welfare packages the bank has
refused to address.
On
the contrary, the Regional Manager of the bank, Muhd Lawal, claimed that all of
the workers' agitations have been taken care of in the region, and appealed to
the state labour union to exempt his region from the industrial action.
But the Kano state chairman of the Nigeria Labour
Congress, Comrade Isa Dangogwa, directed that all the branches should remain
closed until the union ascertains the claims of the bank’s management. Most
of the customers of the bank we spoke with expressed their disappointment that
Diamond Bank could embark on the strike action during the Ramadan period when
many Muslims are expected to withdraw money for the celebrations.
One Alhaji Hamed Ibrahim complained that he could not
withdraw money from his deposit account. To worsen the situation, he said
that he did not use an ATM card, which would have enabled him to go to another
commercial bank to withdraw funds.
Similarly,
Mrs Bosede Ayoka, a textile materials trader who came from Ibadan in Oyo state
to purchase materials from the popular Kwanti Kwari said was confused as to
what to do.
“I
have an ATM card,” she said, “but there is no way I could withdraw a large sum
of money through an ATM machine.” She added that the little amount of
money in her possession had already been spent on food and accommodation.
The House of Representatives has ordered a probe into the
financial status of the Joint Admission and Matriculation Board (JAMB) with
regards to its revenue remittances to government coffers.The House at its
plenary yesterday said the body had, over the last three years, generated over
N21 billion from sale of forms to candidates seeking admission into the
nation’s tertiary institutions with no commensurate remittances, but still got
appropriation of over N6 billion from the national budget within the same
period.In its resolution on a motion moved on the matter by Ibrahim Ebbo, the
House mandated its joint committee on Education and Finance to investigate the
revenue generation and remittances of the Board, and report back its findings
within two weeks.
According to Ebbo, in 2011, 1, 493, 604 candidates bought
forms and sat for the Unified Tertiary Matriculation Examination (UTME)
organized by the Board at the cost of N4, 600 per candidate, translating to a
total of N6, 870, 400 while it got an appropriation of N2, 021, 235, 070 in the
national budget the same year.
Similarly, 1.5 million candidates sat for the UTME in 2012,
amounting to N6.9 million generated through sale of forms, and 1, 644, 110 sat
in 2013 and N7, 562, 906, 000 generated through sale of forms while the Board
got N2, 370, 273, 304 and N2, 377,3 97, 191 for the two years respectively.
The lawmaker said the investigation was necessary to
ascertain whether JAMB was actually remitting the right sum to the Consolidated
Revenue Fund of the Federation as stipulated by law.

The members of the
Bayelsa State chapter of the Nigerian Union of Journalists (NUJ) have
criticized Governor Seriake Dickson for frequently traveling out of the state.
The union’s criticism was contained in a communique it issued at the end of its
general congress held at the NUJ secretariat in Yenagoa, the Bayelsa State
capital, on Wednesday. The union advised the governor to reduce the frequency
with which he travels outside the state and to concentrate instead on governance.
The eight-point communique further suggested that Mr Dickson visit communities
in the state to ascertain the problems affecting different communities in order
to attempt solving them. The union also urged the state government to conduct
quarterly Town Hall meetings in order to integrate the views of the people of
the state in major government policies and programs affecting the public. The
communique, which was signed by the NUJ’s chairman, Tarinyo Akono, and
secretary, Samson Opokuma, called for security operatives to “extend security
surveillance to all the streets in Yenagoa to effectively protect lives and property.
“The congress also expressed support for the ongoing investigation of top
management of the Power Holding Company of Nigeria (PHCN) in Yenagoa by the
Bayelsa State House of Assembly over incessant power outages in the state
capital and its surrounding towns. The union also praised the state
legislature’s efforts to stop all illegal collection of tariffs.The union
called on the PHCN to stop its arbitrary community billing system. Instead, it
suggested that the power company install transformers and meters in residential
homes and offices.The NUJ also condemned the indiscriminate dumping of refuse
by residents of Yenagoa, demanding that the Bayelsa State environmental
sanitation task force be alive to its responsibilities.

Anti-corruption non-profit Transparency International, TI,
has released its 2013 Global Corruption Barometer, which surveyed residents in
107 countries, ranking Nigeria, Zambia, Paraguay, Mexico, Zimbabwe, Venezula
and Russia as the largest countries on the globe with active corruption indices
with Liberia and Mongolia leading the table. According to the report, the
world’s corrupt nations differ in many ways. Four are located in Africa, three
in Latin America and two in Asia. These nations also vary considerably in size
and population. Mongolia has just 3.2 million residents, while Mexico, Nigeria
and Russia are three of the largest countries on the globe, each with more than
100 million people.
In Nigeria, 84% of those surveyed by Transparency
International claimed corruption had increased in the past two years, a higher
percentage than almost any other country in the world. Troublingly, 75% of
those surveyed also said the government was, at best, ineffective at fighting
corruption, worse than in all but 10 countries.
TI says Nigeria is heavily dependent on the oil industry, yet the government refuses to act on accusations that the oil companies are underreporting the value of the resources they extract and the tax they owe by billions of dollars. The report adds that “certain transparency groups also blamed politicians for encouraging corruption. In 2012, Nigeria had just the 37th largest GDP in the world, despite having the world’s seventh largest population. In Liberia, the majority of Liberians surveyed said they believed the country was run either largely or entirely by a few entities acting in their own self-interest.

corrupt countries also felt their governments were not holding up their end of
the bargain.”According to the report, “in seven of the nine countries, more
than half of those questioned felt their government was ineffective at fighting
corruption. In Liberia, 86% of residents surveyed said their government was
ineffective at fighting the problem. This was the largest proportion of any of
the 107 nations Transparency International surveyed. While corruption appears
to affect every part of the public sector, certain segments were much worse
than the rest.
“Globally, at least 60% of respondents claimed political
parties and police were corrupt. Additionally, more than 50% of people stated
their legislature, their public officials and their judiciary were corrupt.In
the world’s most corrupt nations, those institutions were, naturally, even
worse. In Nigeria, 94% of people claimed their political parties were corrupt,
the most in the world. Similarly, 96% of Liberians reported their legislature
was corrupt, also the most in the world. In eight of the nine most corrupt
nations, more than 80% of residents considered the police to be corrupt.”
Flight star Denzel Washington has been married for 30 years, but despite
a seemingly idillic relationship with his wife, he is now caught up in a
cheating scandal as photographs of Denzel
apparently with and kissing another woman are being shopped,
RadarOnline.com has learned exclusively.Denzel, 58, and his wife Pauletta, 62,
recently did an interview with Ebony magazine giving what what called a “rare
portrait” into “one of Hollywood’s longest running couples.”
But several photos that have been shopped to various media outlets
appear to show Denzel with another woman and kissing her on the lips, in what
appears to be a passionate moment.Those photos are a stark
contrast to what his wife Pauletta recently told Ebony.“I live with this man. I
see the down part. I see the sad part. I see every part,” Pauletta told the
magazine.
“He has and knows he has stability in me as his wife. That’s what gives
him strength, regardless if he misuses it. I can’t dwell on that. But I do know
that gives him a great platform to go and fly.”Four photographs, seen by Radar
and shopped to other media outlets, show him sitting on a couch with a young
lady, and then throughout the series of pictures he grabs her arm and pulls her
in for a kiss on the lips in one. The woman is not identified and Radar was not
able to verify the authenticity of the photographs.

Pauletta has made it clear she's never going to leave Denzel.
There are reports of a heavy exchange of fire in Sokoto between yet to identify gunmen and a combined team of police and soldiers since the early hours of this morning.An eyewitness said the shooting started as early as two o’clock, and the area has been cordoned off by security forces. Unconfirmed reports say the gun men may be armed robbers that some security personnel have been trailing for some days.In the past few days, there has been a heavy security upgrade in Sokoto, with checkpoints mounted at most road junctions. The police have also been conducting stop and search routines.
The new security measures have not been explained.
A three storey building located at Oloto street in the Ebute
Metta area of Lagos collapsed in the early hours of this morning as residents
slept. Ten dead bodies have so far been pulled out of the rubble while 7
people, including two children have been rescued alive. Many people are said to
be trapped under the rubble as rescue efforts from the Lagos State Ambulance
Service (LASAMBUS), Lagos State Emergency Management Agency (LASEMA) and other
agencies continue...

The House of Representatives, Wednesday, passed a motion to take over the legislative functions of the Rivers State House of Assembly following the crisis that took place on Tuesday, July 8.
In approving the motion, the House said it was empowered by section 11(4) of the 1999 Constitution to take such actions and consequently asked the Inspector General of Police to redeploy the Commissioner of Police from the state to avoid the current misunderstanding between him and the governor, Hon. Rotimi Amaechi.
The resolution was taken following the adoption of a motion of urgent national importance moved by the Chairman of Rules and Business Committee, Hon. Albert Sam-Tsokwa, titled “Threat to democracy and inability of the House of Assembly of Rivers State to sit and transact legislative business.”
Moving the motion, the lawmaker noted that on July 9, it was widely reported that hoodlums and thugs aided by five out of 32 members of the State House of Assembly invaded the Assembly and beat up other members of the Assembly with one of the five members seizing a gun from a policeman and threatening other members of the Assembly, as the Speaker's car was smashed.
He recalled that the Assembly had on previous occasions tried to hold its normal sittings and transact parliamentary business but was unable to do so as a result of the presence of hoodlums in the precincts of the Assembly and the inability of the Nigeria Police to provide the legitimate authorities of the Assembly with security.
Sam-Tsokwa expressed concern that the Rivers State Police Command which had pledged to provide security for the sitting of the Assembly watched the violence unleashed on members of the Assembly without any form of intervention.
He said “in a situation where the Commissioner of Police, Rivers State is alleged to have taken sides, and five out of a 32 members Assembly procured thugs and hoodlums to disrupt the sitting of the Assembly and prevented the House of Assembly from performing its constitutional functions.”
He further expressed worry that five out of the 32 members of the House of Assembly purportedly attempted unsuccessfully to remove the Speaker and Leadership of House of Assembly of Rivers State.
Supporting the motion, Hon. Sani Idris Kutigi, who seconded the motion said there was no short cut to justice and rule of law, arguing that a situation whereby minority claims to unseat the majority in the nation’s politics recently was unacceptable.
Making allusion to the Nigerian Governors Forum (NGF), where Governor Jonah Jang of Plateau State with 16 votes claimed to have won the chairmanship election against Governor Rotimi Amaechi of Rivers State that had 19 votes.
Also aligning with the motion, Hon. Eziuche Ubani indicted the police for compromising the security of the state and advised his colleagues to support the motion. He suggested that the IGP be summoned to appear before the House to explain the role of police in the Rivers State crisis.
In his argument, Hon. Yakubu Dogara said as elected representatives of the people, the lawmakers had the responsibility of taking action to save Rivers State from descending to anarchy. He said the whole crisis was aimed at creating avenue to declare a state of emergency in the state.
Minority leader, Hon. Femi Gbajabiamila, in his contribution said what took place on Tuesday was an equivalent of a civilian coup and those who carried out the action should be tried for treasonable felony.
According to him, the constitution has provision for executive and legislative state of emergency.
Others who spoke in favour of the motion were Hon. Aminu Suleiman, Simon Arabor, Emmanuel Jime, Ogbuefi Ozomgbachi, Ali Madaki, Razak Bello-Osagie and Robinson Uwak. The rest were Abike Dabiri-Erewa, Nnena Ukeje, Garba Datti Ahmed and Ali Ahmed.
The views of those who opposed the motion - Hon. Ken Chike and Kingsley Chindo - were however not strong enough to outweigh the proponents of the motion. When it was eventually put to question by the Deputy Speaker, Emeka Ihedioha, who presided over the session, it was a resounding aye.
The Senate was split yesterday over the proposed six-year
single tenure for president, his deputy, governors and their deputies
recommended by its Constitution Review Committee (CRC) which submitted its
report recently.
While some lawmakers said single tenure was an invitation
for chaos, others endorsed it. The debate on the report commenced in the Upper
Chamber yesterday.
The Senate was also divided down the line over the retention
of immunity clause, autonomy for local governments and abolition of state and
local government joint accounts.
Some lawmakers argued that Nigeria was not ripe for a single
tenure for executive offices while some said that the South-East had been
short-changed over the creation of new states.
Out of the 20 Senators who spoke on the first allotted date
of debate on the report, only three abstained from speaking on single term.
They preferred to keep silent on the matter.
On the day Senate commenced debate on the report of the
Senator Ike Ekweremadu-led CRC on further alteration of the provisions of the
1999 Constitution Bill, 2013, most members described the proposal as an open
invitation to chaos, anarchy, and an entrenchment of corruption and
disenfranchisement of Nigerians.
Leading debate on the bill, Senator Isa Galaudu (Kebbi
State) said there’s not enough justification for changing the tenure of
executive offices, adding that it would “encourage corruption” and create
tension in the country. However, Senator Clever Ikisikpo (Bayelsa) was silent
on tenure, saying it was better to retain the immunity clause as its removal
would cause a distraction to governance.
Chairman of the Committee on Public Accounts, Senator Ahmad
Lawan (Yobe), argued that granting local governments, financial autonomy would
not automatically translate to performance. Although he supported abolition
of state and local government joint accounts, he nevertheless, described the
single tenure as “an investment in disaster. “It’s an invitation to chaos and
anarchy. It’s undemocratic…In a democracy, the will of the people is supreme.
“They should have the opportunity to elect and reject…I want
the Senate to throw out the baby with the bath water as far as single tenure is
concerned.”
But Chairman of Information, Media and Public Affairs
Committee, Senator Enyinnaya Abaribe (Abia) noted that the problem was not with
the Constitution, but “with the operators of the Constitution.”
An angry Abaribe asked why the CRC entertained and
encouraged agitators of creation of new states to send in memoranda when it
knew it was powerless to create states for them. On single term, he said: “my
people said no.”
Senator Ali Ndume (Borno) canvassed a system where mid-term
elections would be allowed as barometer to test whether elected
representatives are working for the people or not while the Chairman of the Foreign
Affairs Committee, Matthew Nwagwu, said his people had initially wanted to
support the single tenure only on the premise that the office of the
President would be rotated.
“Since it is no longer there, we reject it. We are highly
disappointed it’s not on the agenda. It’s a disenfranchisement because the
South-East is shortchanged here by at least three Senators. We are
disenfranchised at all levels…”
Senator Mohammed Magoro (Kebbi) urged his colleagues to
“nail the coffin of the six-year single term” while Adamu Gumba (Bauchi)
informed the chamber that his “people have rejected the single term. They say
it would encourage corruption and other vices…”
Chairman of the Health Committee, Senator Ifeanyi Okowa, was
silent on the single term but Senator Gyan Pwajok canvassed the principle of
rotation while Senator Ayo Akinyelure was also silent on tenure for executive
offices.
Senator Ibrahim Gobir asked how tenure would lead to
development. “This is just tenure elongation by subterfuge. It would lead to subterfuge,
sentimentalism and dictatorship. At the end of the day, it would engender
corruption.” Senator Gbenga Ashafa conveyed his constituents’ displeasure with
the non-regard for Lagos State’s request for a special status in the
Constitution.
Senators Victor Lar (Plateau), Abdulmumini Hassan (Jigawa),
Abatemi Usman (Kogi), George Sekibo (Rivers), Solomon Ewuga (Nasarawa) and
Ajayi Borrofice (Ondo) all opposed the single tenure.
Earlier, Ekweremadu, who led the debate presented a
supplementary report on the amendment of the Constitution which expressly sets
out a time limit for pre-election litigation.
Titled: “Time for determination of pre-election matters,”
Ekweremadu who is Deputy Senate President, said: “We recommend that section 285
of the Constitution be altered by stipulating a time limit within which
pre-election matters shall be filed and determined so that they do not linger
in the courts for an unusual length of time.
“Accordingly, a new sub-section 1A (i-iv) is provided as
follows: 1A—-(i) Notwithstanding anything to the contrary in this Constitution,
every pre-election matter shall be filed not later than seven days from the
date of occurrence of the event, decision or action complained of in the suit…”
Sub-sections ii-iv stipulate how the court should deliver
judgment within 180 days from the filing of the suit, while the appeal of that
judgment should be done within 14 days and the court’s decision should be
disposed off within 60 days.
Senate Leader Victor Ndoma-Egba (SAN) thereafter, moved a
motion to defer debate till today while Minority Leader George Akume seconded
the motion. Senate President David Mark informed the chamber that voting on the
proposed amendments would take place tomorrow. He urged his colleagues to be
punctual for the voting as it would take a while to conclude.
