President Goodluck Jonathan has approved the constitution of a presidential committee to constructively engage key members of Boko Haram and define a comprehensive and workable framework for resolving insecurity in the country. Addressing State House correspondents yesterday, the Special Adviser on Media and Publicity, Dr. Reuben Abati, said the constitution of the committees followed the consideration by the National Security Council of the report of the technical committee it set up to review fresh modalities for addressing security challenges in the North, on Tuesday.
The committees’ terms of reference include developing a framework for the granting of amnesty; setting up of a framework through which disarmament could take place within a 60-day time frame; the development of a comprehensive victims’ support programme, and the development of mechanisms to address the underlying causes of insurgencies that will help to prevent future occurrences. The President also approved the constitution of a committee on the proliferation of small arms and light weapons in keeping with his pledge that Nigeria will work with the United Nations and other countries to stem the worrisome proliferation which leads to insecurity and instability in Nigeria and other developing nations.
The Chairman of the 26-man Committee on Dialogue and Peaceful Resolution of Security Challenges in the North is the Minister of Special Duties, Kabiru Tanimu Turaki. Members are Sheik Ahmed Lemu, Dr. Hakeem Baba Ahmed, Col. Musa Shehu (rtd.) Sheik Abubakar Tureta and Dr.Datti Ahmed. Others are Senator Sodangi Abubakar, Senator Ahmed Makarfi, Hon. Mohammed Bello Matawalle, Amb. Zakari Ibrahim, Comrade Shehu Sani, Hajiya Naja’atu Mohammed, Malam Adamu S. Ladan, Dr. Joseph Golwa, AVM A. I. Shehu, Mr. Raymond I. Nkemdirim, DIG P. I. Leha,
Prof. Nur Alkali and Malam Salihu Abubakar. Others are Alhaji Abubakar Sani Lugga, Ibrahim Tahir, Brig-Gen. Ibrahim Sabo, Amb. Baba Ahmed Jidda, Group Capt. Bilal Bulama, (rtd.), Prof. Bolaji Akinyemi and a representative of the office of the Seceretary to the Government of the Federation (OSGF) will act as secretary. The Chairman for the 17-man Committee on Small Arms and Light Weapons is Amb. Emmanuel Imohe. Members are Amb. Martin I. Uhomoibhi, Amb. T. D. Hart, Amb.Ghali Umar, Amb. B.G. Wakil, and Mr. Opelusi Olureti. Others are representatives of Ministry of Interior, National Security Adviser (NSA), Department of State Security (DSS), NIA, Federal Ministry of Justice,
Ministry of Defence and DIA. Others are representatives of the Nigeria Police Force, Nigerian Customs Service, OSGF and Director, International Organisations Dept (MFA) will act as Secretary. Both committees will be formally inaugurated by President Jonathan next Wednesday before the commencement of the Federal Eexcutive Council (FEC) at the Council Chambers of the Presidential Villa, Abuja.
